Anything Goes is the age old tale of boy meets girl and the complications that ensue.  It is the amusing story about a young Wall Street Broker, Billy Crocker, who falls in love with American debutante, Hope Harcourt.  Hope is engaged to Sir Evelyn Oakleigh, a rich English Gentleman.  They are all aboard a ship bound for England.  The other passengers on board include Elisha Whitney (Billy's boss and Wall Street executive), Reno Sweeney (a famed Evangelist turned nightclub singer), Mrs. Harcourt (Hope's mother), Bishop Henry Dobson (a minister), Ching and Ling (two of Bishop Dobson's Chinese converts), Moonface Martin (Public Enemy #13), and Bonnie (Moonface's companion).

Billy Crocker comes aboard to drop off his boss' passport.  On board, he runs into his old friend Reno who resolves to help him win over Hope to the dismay of Hope's mother, Mrs. Harcourt who insists that Hope marry Sir Evelyn.

Meanwhile, Moonface has disguised himself as a minister, and his friend Bonnie has disguised herself as a missionary, after stranding the ship's real chaplain back at the port.  Also, they have mistakenly left behind their leader "Snake Eyes" Johnson, Public Enemy # 1.

Billy learns the true identities of Moonface and Bonnie, and in exchange for his silence, they join the plot to break up Hope and Evelyn.  However, Billy does not have a ticket or passport.  Bonnie and Moonface let him have "Snake Eyes" Johnson's without telling him to whom it belongs.

The ship's crew figures out that Public Enemy #1 is on board, and Billy has to take on a number of hilarious disguises to hid from them, which at first makes Hope angry with him.  Before it is all over, all of the characters end up in compromising positions with each other.

Hope and Billy end up together as do Reno and Sir Evelyn, Bonnie and Moonface, and Mrs. Harcourt and Mr. Whitney.  The only one who is the least bit disappointed is Moonface who is no longer wanted by the F.B.I.
